Kenneth Propp works with the BSA | The Software Alliance’s members to develop and advocate for policy positions relating to international trade, data flows, privacy and security issues in the United States and abroad.

Prior to joining BSA, Propp served as legal counselor to the U.S. Mission to the European Union in Brussels, Belgium, where he led U.S. Government engagement on privacy law and policy and digital regulation, and advised on trade negotiations with the EU. He previously served as senior counsel in the Office of the Legal Adviser, Department of State, where he specialized in international trade and investment, and law enforcement and intelligence matters.

Propp holds a law degree from Harvard University and a bachelor’s degree from Amherst College.
