Tomoko Naoe – Director, Policy – Japan

From Shōnan, Kanagawa*. Living in Tokyo.

*I spent my early teens living in the United States — growing up between the two different cultures taught me not to take things for granted.

I have a Bachelor of Arts in English literature from Aoyama Gakuin University in Japan. Prior to joining BSA | The Software Alliance, I worked in the music industry, including at Warner Music, where I led strategic planning to market and license the music of international artists in Japan, the US, and Asia.

I decided to make the shift to BSA over 15 years ago! At the time, BSA’s primary focus was on intellectual property, but the issues we cover have expanded over the years, which is a great change to see. It is exciting to work with BSA members to develop and advance policy positions in Japan that drive innovation.

What’s the most unique part about working at BSA?

Working at BSA provides me with a unique opportunity to interact with various stakeholders, which I find to be a valuable experience. This includes member company representatives, as well as other industry associations, policymakers, government officials, and the media.

I also enjoy engaging in cutting-edge issues that shape the future of our society, including AI. It’s fantastic that BSA established a foundation — Software.org — to prepare for the future, which includes working on an initiative that empowers young women to close the tech gender gap.

Another unique and beneficial part about working at BSA is being surrounded by colleagues from around the world who are not only intelligent and professional but also very supportive and value teamwork.

What’s the most helpful thing you’ve learned working at BSA?

The value of listening to understand how you can support others’ needs. I once read in a book that a good salesperson listens intently to learn about others, whereas a bad salesperson just talks, trying to “sell.” Paying attention to the feedback from BSA members and recognizing what makes us different from other organizations has put us in a strong position.

What advice can you give someone who just started their career/wants to pursue a similar career?

Play to your strengths. Focus on what makes you unique and special instead of measuring yourself against others.

How do you unwind after work?

I LOVE contemporary art. I find encountering great works of art — by visiting museums and galleries and attending events — relaxing and refreshing, but also very energizing!

The way artists perceive the world broadens your horizons, and I really enjoy communicating with them. In Tokyo, I recently saw a solo exhibition by Theaster Gates, who mixes his Japanese art influence with the aesthetics of the “Black Is Beautiful” cultural movement, which he named “Afro-Mingei.” He is known for rescuing over 40 buildings from abandonment in Chicago by transforming them into art community spaces, which was super inspiring as I live in a city with so many abandoned houses.

Favorite book/podcast/long-form article you recommend? What did you learn?

“The Song of the Bird” by Anthony de Mello. It’s a collection of 124 stories and parables from a variety of traditions, written in simple words but carrying profound messages and insights. My favorite is the short story titled “Don’t Change.” It discusses the importance of understanding and accepting ourselves, which affects our acceptance of others.

Favorite spot in your hometown, or current city?

If you are in Japan, I recommend visiting my hometown region of Shōnan, which is filled with beaches and historical sites like temples and shrines. There are many locations where you can enjoy the scenic beauty of the coastline, but my favorite spot is the Museum of Modern Art in Hayama. The museum runs great exhibitions, and the restaurant overlooks the Isshiki beach, where you can enjoy the gorgeous sunset view.
