BSA’s 2023 National Agenda for Digital Transformation

BSA | The Software Alliance wrote House and Senate leaders urging them to advance the first-ever National Agenda for Digital Transformation in conjunction with the release of BSA’s 2023 US Policy Agenda. 

BSA’s 2023 US Policy Agenda emphasizes the need for action on policies to further digital transformation, the process by which organizations harness the capabilities of enterprise software to add new value to their business, employees, customers, and communities. The policy agenda identifies 10 areas of focus where federal officials can take substantial action to advance digital transformation.

To underscore the importance of action on these top priorities, BSA President and CEO Victoria Espinel wrote House Speaker Kevin McCarthy, Senate Majority Leader Chuck Schumer, House Minority Leader Hakeem Jeffries, and Senate Minority Leader Mitch McConnell to urge them to advance a National Agenda for Digital Transformation, a first-of-its-kind effort to holistically advance digital transformation on the federal level.  

Adopting this approach, Espinel wrote to lawmakers, would mark an important step toward reclaiming US global leadership from global competitors in shaping technology policy.  

“American industry needs US leadership on digital transformation and, specifically, for Congress to establish strong and clear national laws on technology policy,” Espinel wrote. “For too long, the United States has allowed others to set the policy trajectory governing technology and digital tools used throughout the economy. This new Congress must ensure that the United States plays an active leadership role in shaping technology policy by advancing a comprehensive digital transformation agenda.” 

The call to action comes as President Biden wrote recently about his priorities for technology policy, including the type of robust, national privacy law that BSA supports. The letter notes as well that the previous Congress offered strong evidence for bipartisan support on action of top tech priorities, including passage of the CHIPS Act, and bipartisan action to advance federal privacy legislation in the House.
